To most the term is confusing and the topic is muddy. Creating a website that is responsive takes a bit of planning and understanding. Not too long ago the term mobile ready was being tossed around quite a bit as well along with the term mobile app. Each of these terms mean something different and produce different out comes.
Having a website that is responsive means simply this. Your website is intentionally designed, programmed and organized so that the presentation, orientation delivery of each page and or section of your website is easily view-able and accessible equally on all devices from desktop computers to mobile phones and any other device that is capable of viewing internet content without having to provide multiple versions of the website itself or without having to zoom, pinch or scroll horizontally.
That came as somewhat of a shock when I heard it. Recently I was at a meeting with other Web Designers going over some project details etc. when one of them turned to me and stated “You’re not a Web Designer, your a Web Programmer.” At first I wasn’t sure what to make of that statement. Looking around I noticed they all were using Dreamweaver on their Macs and it suddenly clear to me, I was the only one looking at code and not a WYSIWYG.
Took me a while but I guess I had made the transition from designer to programmer without even noticing it. As I looked around the room it became obvious why they were asking me the questions they had asking me and I just assumed all designers understood pure code. How wrong I was.

Google wants your site to be optimized and formatted so that it works on both the PC and Devices such as tablets and mobile phones. This can be a challenge if you don’t understand what is involved and what options you may have to accommodate each one effectively.
